The Overseas Research Fellowship Scheme (ORFS) is an initiative of the University Grants Committee (UGC) and Research Grants Council (RGC) of Hong Kong. It aims to promote internationalization of UGC-funded universities by providing fellowships for mid-career academic staff to visit overseas institutions for immersive collaboration and professional development. The scheme runs on a pilot basis for three academic years (2026/27 to 2028/29) with a quota of 40 awardees per year. Universities can top up the fellowship with their own funding.

Applicants must be full-time academic staff at one of the eight UGC-funded universities in Hong Kong, holding the rank of Associate Professor or promoted to Professor in 2023/24 or later (within three years). They must have the legal right to work and reside in Hong Kong during the fellowship, be primarily engaged in degree or higher degree work (at least 80% of time), and have their salary wholly funded by the supporting university. Nominations must be made by the university.
