The Overseas Research Fellowship Scheme (ORFS) is an initiative by the University Grants Committee (UGC) and Research Grants Council (RGC) of Hong Kong. It provides fellowships for mid-career academic staff at UGC-funded universities to undertake immersive research collaborations or professional development at overseas institutions. The scheme runs on a pilot basis for three academic years (2026/27 to 2028/29) with a quota of 40 awardees per year, and universities may top up the fellowship with their own funding.
Nominees must be full-time academic staff at one of the eight UGC-funded universities, holding the rank of Associate Professor or promoted to Professor in 2022/23 or later (or Assistant Professors with secured promotion). They must have the legal right to work and reside in Hong Kong, spend at least 80% of time in degree or higher degree work, and have their salary wholly funded by the supporting university.
